Description
- The Academic Joint Use Facility will house classrooms, laboratories, student observation rooms, and administrative faculty offices for the City College of San Francisco and San Francisco State University’s collaborative effort to provide bridging opportunities to complete a full baccalaureate degree in the fields of community and occupational healthcare on a community college campus. Innovation has been at the forefront of this project exemplified by the use of a natural ventilation system. 3QC is assisting with the testing and commissioning of this feature. Another innovation for this project is the use of a project labor agreement (PLA). 3QC helped develop the PLA process and compliance reporting resulting in a greater use of local resources.

Description
- With collaboration as our focus, we successfully led the team of commissioning staff and contractors through mechanical systems testing and balancing, functional testing and controls verification, right on schedule. In addition, all mechanical issues were corrected prior to substantial completion. 3QC, serving as Commissioning Agent, also assisted the District with LEED® consultation, advising both the architect and contractor on completion of credit templates. Building systems commissioned included the HVAC system, lighting and day-lighting, the building automation system, and an energy management system. One of the biggest values we brought to the project included a ‘Lessons Learned Workshop’ to assist the community college district with future projects.

Description
- 3QC’s first experience with West Contra Costa USD was providing consulting to the District in various Project Delivery Methodologies. Afterward we were hired to provide commissioning services on four of the District’s schools — Nystrom, Dover, Martin Luther King Jr., and Ford Elementary Schools and recently we were awarded two additional school projects. Construction includes modernization, renovation, and new construction projects. A key to our success when dealing with multiple projects is our ability to communicate with all the project team members and coordinate our resources to meet each project’s challenges. Our commissioning staff is collaborating closely with each of the schools architectural teams to ensure that the District’s critical project requirements (OPR) are adequately addressed and construction quality is maintained by the contractors.

Description
- Conservation and community were of utmost importance to the Natomas USD when designing and constructing this high performing campus. Desiring to share the facility with their neighbors, community accessible facilities such as a large gym and a public auditorium, bike lanes and racks and accessible playing fields were incorporated into the design. Sustainable elements such as a “green” roof, natural lighting, low off-gas building products and many finishes incorporating recycled materials were also incorporated. Under the Collaborative for High Performing School (CHPS) program, the District became the first school to receive funding from Proposition 1D for achieving a CHPS score of 32. 3QC was an instrumental team member in the quality assurance process serving as the 3rd party commissioning agent and assisting the District obtain state funding for CHPS high performance compliance.

Description
- LAUSD’s $20.3 billion school construction and renovation program, the largest program of its kind in the Western United States, has a goal of achieving 180,000 new seats by 2012 to not only help eliminate overcrowding, and busing — but also provide small, sustainable learning environments with a “cutting edge” education and connection to the surrounding communities. 3QC reviewed and edited the District’s Collaborative for High Performance Schools (CHPS) Program Commissioning Specifications, and helped establish the District-Wide Commissioning Standards. 3QC is providing comprehensive commissioning services on two new “green” high schools and several elementary schools. In addition to our commissioning services, 3QC was also retained by the District to evaluate their sustainability and energy efficiency policies and programs.
